A message from Kashmir

A poster in front o fme says:

Extend Right to Information Act 2005 to JK State. J&K RTI Act Campaign. Sponcered (sic) by 1. J&K Citizens Council H.O. Chandoora J&K  2. All J&K Joint Labour Union.

A speaker from that State argued that J&K was the “second most-corruption prone State” after Bihar, and yet local politicians (including the Opposition) were reluctant to implement the law there. Reasons: obvious!
